| History and Current Developments (2003/2004) |
1. Heath RUFC is one of six rugby union clubs operating
in the Halifax area, the others being Halifax, National Division 3 North
(three sides), Old Brodleians, Yorkshire 1 (five sides), Old Crossleyans,
Yorkshire 1 (two sides), Halifax Vandals, Yorkshire 4 (two sides) and
Old Rishworthians, Yorkshire 5 (two sides). The Old Brodleians are the
only club in the Halifax area which also run a full range of junior/youth
rugby sides. Halifax are the only club which run a women’s open
age side. There are also six amateur rugby league clubs and numerous amateur
football clubs operating in the Halifax area.
2. Heath RUFC is currently in Yorkshire 2, provides two pitches at its
facilities and has a total active membership of about 150. The Club has,
until the 2002/2003 season, regularly turned out four open age sides.
For the 2003/2004 season however, the number of adult players has reduced,
in accordance with the national trend, resulting in the Club only being
able to turn out three sides. In order to address the flow of players
away from the game, the Club has identified the need to develop players
into adult rugby through the coaching of youth players in the local schools
and the formation of its own youth teams.
3. Since 2001, Heath RUFC has provided qualified coaches who have gone
into local schools to assist with the coaching and development of players
in the game of rugby union football. Those coaches have also become involved
in the development and coaching of youth players at Yorkshire region level.
The Club has also hosted, and continues to host, development days, training
sessions and fixtures for a variety of Yorkshire youth sides. The work
in schools to date has produced a number of young players who have progressed
into the Club’s open age sides.
4. Heath RUFC currently has a Head Coach with RFU level 3 qualification
working with open age players. There is also a Youth Development Coach
with RFU level 1 qualification working with a local school at U15 level
and providing a once a week evening coaching session for U15s at the Club’s
facilities. Both coaches have completed child protection courses. In addition
the Club also has two other members with RFU level 1 coaching qualification.
5. For the 2003/2004 season the Club will continue to develop players
at U15 level through its local school link. This has now produced sufficient
numbers of players to develop a squad to play a number of friendly fixtures
to the end of the season.
6. In addition the Club is now also supporting the coaching of girls’
rugby in local schools and at the Club’s facilities through the
West Yorkshire Rugby Union Coaching Scheme. The Club’s aim is to
establish its own girls’ teams and eventually its own open age women’s
rugby team.

| AIMS AND OBJECTIVES |
The Club’s overall aim for the next five years (2004/05
to 2008/09) is to continue its youth development work with a view to establishing
teams at U15, U16 and U17 levels and feeding players through to the open
age teams. The Club will also support the coaching and development of
girls and women’s rugby. This will be achieved by:- ·
maintaining and increasing the number of coaches qualified to work with
children · maintaining and expanding the number of local schools
with which the coaches have an involvement · establishing its
own youth rugby sides · establishing its own girls and women’s
rugby sides · developing appropriate management arrangements
and volunteer support · identifying the funding requirements
and securing appropriate resources · achieving the RFU Active
Sports Seal of Approval status
In delivering its plan the Club will be working with the following partners:-
RFU Rugby Development Manager – Yorkshire Region
West Yorkshire Rugby Development Officer
Crossley Heath School, Halifax (and other schools as they are identified)
Calderdale Metropolitan Borough Council
This plan has been drawn up to commence year one from the start of the
2004/2005 season.
The provision of funding under the Community Club Development Programme
for a pitch improvement project will allow the Club to increase the usage
of its pitches in order to deliver the various elements of the plan.

The implementation of the plan and the targets within
it will be monitored through a combination of:- · RFU annual
questionnaire return · Standing item on Club Management Committee
monthly meetings · Annual review by Management Committee
· Club membership figures · Qualification certificates
obtained · Agreements with local schools/local authority
· Seal of Approval accreditation

Year One Actions (2004/5) |
- 1. Establish a coaching development team by:-
· appointing the Club’s Head Coach as Coaching Development
Co-ordinator
· supporting the existing Youth Development Coach to achieve
RFU level 2 qualification
· supporting the two other level 1 coaches to acquire child
protection and first aid training
· providing support for other appropriate training needs such
as first aid
2. Establish a position of Club Volunteer Co-ordinator who will:-
· audit and assess the Club’s volunteer requirements
and identify potential volunteers and training needs
· oversee the implementation of the Club’s Rugby Development
Plan
· be a member of the Club Management Committee
3. Continue to develop the existing coaching involvement with a local
school at U15 level with coaching sessions being delivered both during
school hours and one evening a week at the Club’s facilities.

- 4. Develop an U16 squad of players from the existing youth development
to provide a Club U16 side for the 2004/2005 season. This will involve:-
· an open day/evening at the Club for children and parents
· the development of a summer 2004 coaching programme
· the development of player profiles for all squad members
· the provision of a regular weekly training session and arrangement
of fixtures
· identification and provision of appropriate funding and support
from both the Club and other sources
· developing the involvement of parents to provide volunteer
support through a Parents Committee
5. Support and develop the coaching of girls’ rugby in two schools
at U15 level with coaching sessions being delivered both during school
hours and one evening a week at the Club’s facilities.

- 6. Achieve year 1 accreditation for the RFU Active Sports Seal
of Approval status, which will involve the Club adopting and operating
appropriate equity and child protection policies and codes of conduct,
in liaison with the Yorkshire region Rugby Development Officer/Manager.
